Hmm, well I just stumbled upon a partial solution - Chrome and other Chromium-based browsers (like Brave) have long-press shortcuts that you can drag to the home-screen, and one of those is to open a new incognito tab... so I can just substitute that shortcut for the main app icon, and always launch...
