For a 2D animation program, the Gf4 MX will be fine. When you want to bust out the games, the Gf3 Ti200 will be somewhat faster, and the Gf4 4200 even faster than that (get the 64mb version, not the 128).

I'll second the idea of trying to boot the bare board. Mobos do arrive DOA from time to time. Also, the power supply may not be standard. It may not be supplying the correct power to the mobo.
