There's actually a little bit a difference between them, CMD is the command prompt for the OS, and COMMAND is some sort of goofy DOS emulation. Like atryus said, stick with CMD.
If the coax is just carrying the cable signal, you're going to need a tuner of some sort, be it standalone or in your TV. While there are convertors that will convert a pure A/V coax signal to RCA, the stuff coming out of your wall is carrying a lot more info.
