Yes. It's worth it. I tried CL16 2933 RAM with my Ryzen 7 1700, and you can feel the difference with DDR4 CL14 3200MHz ram. Just do it.

I don't know. That's kinda complex. The sort of people who would really want DX12 from day zero are probably the sort of people who would just flog their cards on eBay and get news ones. Also, if DX12 is Win10-only and not also Win8, it would take a few years until it's really relevant to games...
