I would say as long as you stay with any major appliance brand you will be fine. I have had a Samsung for about three years now and have really enjoyed it. Also I would recommend getting one with a rotating carousel.
Both selections sound great. If I the side on the overclocking I have no idea what HSF to go with. I don't need anything extravagant just air cooling and as far as the cheaper set up I'm sure the HSF that comes on the CPU is just fine.
