Silly question, but did you check the min and max cpu speed in your active power profile to make sure min is not 100%? Also, what program are you using to check individual core speeds? Maybe try something like tmonitor to see what that shows if you haven't already.

I would suspect the motheboard or power supply. Check the motherboard for bulging or leaky caps, excessive dust that might be changing the resistance between components, maybe remount the cpu heatsink to ensure that there aren't any hot spots due to poor contact with the heatsink, and reset the bios...

Yeah, that's the one. I think I will maybe play through Ultima9 with all of the patches installed before the older ones though. I started it back in the day but never finished it. Computer is like 100x faster now than when I first played U9 also - I think I had an AMD K63 with Voodoo2 SLI back then.
