I'd wager it's a combination of other factors also. Such as: How many hours has your computer actually been running at 4.4GHz? 4 years of 2 hours per week is a lot different than 4 years at 20 hours per week.100 hours per week....etc etc. Also, chip lottery can play a role. The EVGA 1080Ti SC2 for $770 has the iCX tech (more thermal sensors, async fans, better power delivery, etc etc). That's what I'd go for.

Clock-wise, almost any 1080Ti you buy will actually run closer to 1700+ MHz (on it's own) than whatever the spec sheet says, so that's a moot point.

Nicehash isn't an exchange. It's literally a mining pool (which probably doesn't mine much/any BTC). That's why the "hack"(embezzlement) had no effect on BTC.
