We know that the Tonga full die has at least 2048 shaders, as the Tonga based M295X has 2048 shaders. I doubt Tonga has more shaders than that. However, it does seem a bit odd to me that Fiji is supposedly the same architectural level as Tonga and looks to have at least twice the execution resources...

A GTX650 is an ABSOLUTELY MASSIVE upgrade over a GT 220. The GT 220 was a low end card from 2009 and didn't exactly perform well even then. A Radeon HD6670 would be the safe bet, providing roughly equivalent performance and more features at lower power consumption, heat output and physical space.
Or a HD5750/6750 (same card, different names) or HD5770/HD6770 (same card, different names) if it isn't much more expensive.
