TDP stands for "Thermal Design Power." That is, it is the amount of heat the CPU cooler should be able to dissipate, not necessarily how much it uses.

My guess is that the difference in the TDP is related to graphics, which you wouldn't see with regular web browsing.

I find the sound produced by blower cards more distracting than the noise produced by two-fan coolers.

Blower cards, however, remove the heat from the case and many people prefer the cards for this reason.
