IMO, it's quite safe, provided you don't go nuts with the voltage. Providing good cooling is also a good idea. My longest running OC is my current browser computer. It's an AMD 1045T six core phenom running at 3.3GHz base and ~3.6 turbo. It's been running this way for about 6 years w/o any stability...

This does indeed sound like a bad O2 sensor - the engine is going to run rich when it's cold and so the problem will start showing up once it's warm just like you described.
