Hard to say, I presume each card is driving four monitors? If one card is able to drive all monitors at native resolutions and other is having issues driving one of monitors at native resolutions. The biggest thing will be drivers for Windows 7. If you have drivers then you should be fine to install Win7 on another drive. If not the default drivers might not behave well. Yes all Monitors same scaling.
I haven't installed any apps except Skype & Google.
I opened my data folders from a pen drive & can't read the names so increased the text size & also increased scaling when text size didn't help & also tried combination of both but nothing helps.

Between the two you listed, it is really going to depend on whether the software is good at utilizing all cores on the CPU. What is the CPU usage on your current system, and how is it distributed across the cores? I.e., is the load pretty evenly spread out, or do some cores seem busier than others?...

High RPM definitely. I put my hand when it was running normal & barely felt any air coming in.
Then when it was making loud noise I again put my hand & can feel airflow very high.
