I would just get a cheap bike. I have a 700c from Walmart with a decent frame and, yeah, I've had to make adjustments but the only time I've broken something is when I biffed it. I would get a used Asus 1000H or similar and just take the fan out or an atom laptop with a broken screen. I've had one running for two years with a dead fan doing light duty with no issues.
