Windows counts Gibibytes (GiB).  Hard-drive manufacturers count Gigibytes (GB).  1 GiB = 1.073741824 GB. This is why your space ship unexpected crashes or comes out of warp in the middle of nowhere. Can't you just install it and let windows register itself assuming it will run from the same computer. You'll have digital entitlement and it might be easier that way.

If you still have problems try to do a clean install of Windows 10 on the SSD before you clone over. I've never had any cloning problems since I've done this but then I've never used Samsung's migration tool either.
