The the root cause of the problem was a beta BIOS that they pulled? Going back to the latest "stable" v18 fixed it? The fact that you have to attempt a BIOS flash multiple times for it to "stick" is definitely terrible, though. I never even used the beta bios, many folks did tho...

Well I managed to slog through the options in the bios to find that I can manually set my RAM timings and frequency, which I happily did and am now getting the 3000 that I paid for. Doubtful if only because I'm never one to be a day-1 adopter of the bleeding edge, but more importantly the pops I hard could be total system failure any day. Might also last years, who can say.

Swapped a known good PSU in, and it does the same thing. So, it's not the PSU. That does it then, it's the GPU.

It sounds like the PSU and/or motherboard aren't delivering enough juice on the 12V to keep the card happy when taxed. If it is an older 450W unit then it is more likely that PSU is at fault.
