No, they slow down after about 3-4s seconds after switching the PC on. That is true with any (working) Asus' Q-Fan implementation I have seen.

The PVA panels still have superior image quality to the TN panels, in my experience. I like the higher contrast ratios and better color reproduction that they provide. Mine wouldn't oc my x2 3800 more than a few mhz. I absolutely love the way asus does their auto recovery though.
