If the only downside to AV1 is longer encoding times I doubt Netflix, Amazon, et al really care too much about that, but a reduction in bandwidth could be a big deal. Freesync 2 was described as proprietary by AMD last year at their tech summit. The next thing I'd do is probably to use something like Selenium to automate the testing process. That would help with brute forcing the ad selection process, but you'd also need a way extract the ad that's being displayed on each run.

One does also not need to be overly bright to recognize Intel as a manufacturing company that happens to make microprocessors. To add on to JBI's point from earlier: while there isn't any technical reason I know of for why a chip from ARM couldn't be successful on the desktop there also isn't any reason I can think of for why one would be particularly suited to the desktop. What you're calling "ARM performance" is...
