Another vote for Dell.

On this Dell page, most business laptops are under $1,000 and none are over $1,200-$1,300. I'd say you have lots of room to customize if you wish.

If you're not into Dell, there's also HP.

I've seen something similar caused by a security product. If you have any IPS/IDS/antivirus applications, try removing or reinstalling them.
