Superfetch is most likely the cause, but it settles down after a few days from a fresh install. I'd leave it on.

Yeah, you need to have the RF receiver that plugs into a USB port on a PC. You can buy it separately if you already have a wireless Xbox 360 controller.

I saw quite a performance increase with GTA4 when going from an E6400 @3GHz to a Q8400 @3.2GHz and a GTX 260. You've got a faster CPU, but for multi-core games I'd say you'd be much better off with a Q8300 and a GTX 460. Obviously a newer CPU, mobo and RAM would be a better and long-lasting solution...
