To add to Igor's points, you probably will need to re-register Windows with the new CPU ID. Again, shouldn't be a big deal, just go through the reactivation process.

You said the PS made a small noise but that its fan didn't spin.

One troubleshooting step would be to disconnect the PS from everything, remove it from the case, and see if its fan will spin when you plug it in and flip it's power button. If it doesn't, that's probably your culprit.

I would second Igor's suggestion to try it out before you spend any money. Having said that, you probably will need an upgrade if you want a smooth VR experience. Intel could have an unfair advantage in that it could optimize its drivers to make their CPU's and GPU's work in synergy using AVX instructions and some other tricks that aren't well known. They could even run the iGPU and dGPU in tandem in a sort of SLI scheme to eke out as much speed as possible....
