It's been a long time since I've had an ATI / AMD card, but the NVidia driver installer has an option for a "clean install" that completely removes the previous drivers and all settings. I would presume that AMD's driver install package has a similar option.

Best I can come up with is "it's not saving you money if you weren't planning to get a new system soon."

Other than that, if the specs are good and the price is good and you're looking at getting a new system anyway... why not?

Like Kretschmer says, the PSU is the only component that I would hesitate about -- it could be fine, but if there's anything that could go through normal non-abusive wear and tear it's the PSU.

The rest sounds like a good basis for a secondary system.

And I don't recall Windows EVER uninstalling software without explicit user intervention before Win10. It's a brave new world. Next up: Win11 tossing hardware it doesn't like out of your computer. For the use case you're describing, the x299 platform seems kind of overkill -- everything in there could be easily done on a z270 or any of the RyZen platforms for substantially less money.
