Hydraulics are definitely smoother than cable, but after having ridden them both they do stop the same. I do feel less fatigued with the hydraulics (you can close them with your pinky with ease). Full suspensions are great if you have the cash, but at pretty much twice the price of a nice 29er hardt...

29ers are pretty slick, especially if you are a bigger guy, the geometry doesn't always work the same for shorter people. Ride over taller obstacles or go baha-ing down a hill, I think it feels more stable overall. Your test rides look like good choices though.

Fire you should be able to rig it up with some form of clamp to the bars, maybe using a cheap handlebar reflector bracket as a base. As long as its tight and you are only biking on roads, I don't see it shifting much. As for getting your heart rate going, you need steeper hills, try mountain biking....
