I don't think you need to worry about specifications too much because even the lowest-spec laptop you can buy is going to be a night-and-day upgrade over something from the year 2000. So I found the issue. It was a tiny wireless card attached to the motherboard. Removed that and the system boots without issue. :)

Unfortunately, the system doesn't have PS/2 connectors. I did think of that as well but no luck. I have rest BIOS and used a new CMOS battery just in case that might been causing issues but still the same hang at the HP screen. I'm down now to cloning the HD partitions onto a different drive and try...

Unfortunately, I do not have another HDD to try. So far, I have tried all the memory slots with each DIMM. I have unplugged all devices from USB ports. I have disconnected all devices connected to the power supply in the computer such as HDD and DVD. What I haven't done is try a different power supp...

So I did a complete Factory Reset on this HP machine. However, it still gets stuck at the HP Splash screen where none of the function keys work. Yes, I scanned the Hard Drive with SpinRite and it came back clean. I'm thinking the many viruses found, which were rated "HIGH" by Malwarebytes, may have damaged the OS to some degree. Maybe I'm wrong, but I think an OS restore is in order.

You might have examined the boards capacitors for signs of bulging/leaking, etc. That can cause the issue seen here as well. Hopefully the new board will run without a hitch!

I'll have to try out that PhotoRec software. I have had a few occasions where that could be useful, and it may be better than my older tools for the same purposes. I have used PhotoRec for recovering photos, music, docs, etc...and the current version does a much better job of organizing the data in...

If your computer locks up during POST you have hardware issues that prevent bootup. This isn't always the case though is it? What about a boot sector virus or some such anomoly? Or, for me, I've experienced lockups because the drive requires IDE mode and is set to AHCI in BIOS...stuff like that. So...
