This is interesting. I made a post on Reddit, and someone with different hardware is having the same issue. Funnily enough, their webcam also works fine on their laptop. Now I'm starting to think that webcam is fickle at minimum.
The only way to change the frame rate is with the Capture software, which isn't needed for the webcam at all. The audio issues happen when recording audio only, and when video isn't involved at all.

Check the root of the drive for a large pagefile.sys, swapfile.sys, and/or hiberfil.sys files. In order to see them, you'll have to select "Show hidden files, folders, and drives" via Folder Options.
