You have 16GB RAM, turn off pagefile and also hibernation, which would also turn off fastboot(as it sits inside hibernation file). That can help rule out some issues. Especially the Windows fastboot feature. It causes hard to pin point issues all the time. You could be just having bad luck with poor...

Is it worth the hassle? 200Mhz is only 5% of 4Ghz. In perfect world, that would be 5% more performance.

If you really have issues, set the power mode to performance to keep the clocks at max. Disable any extra power saving/sleep features you can. Assuming your cooler is up to task.

I'm just PO at "normal" mode basically being 'use 50-100W more power for 1-2FPS' They likely had to do that to increase supply. While most reviewers had no issues with power save mode, there could be a non-insignificant portion of supply that wont be stable at power save mode power levels...

Not quiet, the 1070 + 1080 are 5% of the 17% that just Pascal has of Steam survey. Im going to also counter that Vega has any demand, considering it has similar profile as RX and the RX cards are 1-3/4% of Steam survey share. Are you sure some part of windows is not on the HDD? Windows has always been good about not waking my HDD drives unless it was necessary.

My best guess would be you have something linked to HDD on desktop. As Windows Explorer scans desktop to do your move request, that wakes up HDD.

Recent post said they only delid after they bin(actually it was optional before, but almost everyone choose it). And its only for a few secs to see they don't have any issues. Which makes sense, as whoever gets the non-OC-able CPUs would want the Intel warranty intact.

If you're comfortable with it, Silicon Lottery has the 1600X for $200 with Paypal. Seems not much market for vetted AMD processors Ryzen processors. The Valve Steam Hardware survey numbers are pretty scary.
