I would expect NVMe to kill it vs SATA on latency alone, as noted. Bulk transfer is ~3 times faster.

Optane is interesting, as Igor noted... if the swaps really are mostly 4K r/w, optane might open a can of whoop-arse on NVMe, where it can use its major IOPS advantage.

Likely as mentioned, your timings are too tight for 4 sticks. Optimized/best timings for 2 sticks will almost never work for 4. It's why someone trying to squeeze out max memory performance on a two channel system will use a 16gbx2 configuration vs 8x4 to get to 32gb. 8x4 is cheaper, 16x2 is faster,...

Is there a way to log the stack trace, or is the stack trace saved to a default file location, when the kernel panic occurs early in the boot process?

Try the (maybe) easy stuff first... remove and reseat memory, remove the CPU and reseat it. Otherwise, as noted in other posts, a VRM or other key component may have died.
