So it turns out that PC had some misc software on it that claims to be system/internet protection but was causing the issue. Malwarbytes did not flag it as malicious but a quick google search showed that most people claimed it was junk/spyware.

So twitch, espn, hulu stream fine. Unplugging the USB headset did not make a difference.

I'm going to try reinstalling video drivers.

No error message it just doesnt load the video almost like its buffering still. I can try to unplug the usb audio headset. Also I can try another site and get back to you.

The RTX 2070 is only about 15% faster on average than the 1070ti at 2560x1440. I doubt the 2060 is going to be faster than the 1070ti.

Make sure your power supply meets the requirements for your system CPU, GPU, Drives, Fans, etc... Generally you need to make sure you meet the requirements for you GPU and you will be okay. Reseat the video card and reconnect the connectors from your GPU if you have any.

Microcenter had the Gigabyte Geforce 2080 Gaming OC model for $750us locally. I picked it up this morning. I get 1080TI level performance with DLSS support(sooner) and RT(but I doubt it will ever get used). As I said I was mostly frustrated, but I was ready to buy a new high end card.

You seem to have the ability to tolerate low FPS, given the 970, so could the 1070 Ti be a tolerably good improvement for that 1 to 1.5 years? Asking because NVIDIA's time interval between top-end car drops is usually well within that up to ~550 days and you might hope that pricing will become sane...

Pricing on the GTX 1080 ($450) and GTX 1070 Ti ($350) is currently sane, if you could tolerate buying last-gen (though I'd guess maybe not) and that way you could still have a hugely better GPU and $300-400 kept in the bank.
