Agreed, that is probably the case here.

I'm still going to go and blame WD's overly aggressive head-parking firmware on these Green drives. Mechanical wear from excessive parking was likely an exacerbating factor that led to whatever happened.

The oldest SATA hard drives I have with me:

WD WD20EARS 29,134 hours (0% health)
Hitachi HDT721010SLA360 43,860 hours (100%)
Seagate ST31000528AS 51,596 hours (100%)

I have a bunch more but they're IDE and I don't have anything to check them with anymore.

There are lots of videos on this. For gaming and regular desktop use there's really no reason to spend the extra money on an NVMe drive. You're better off putting those extra bucks into getting a bigger SATA drive instead.

Maybe you just need to update the BIOS. Your i7-4790 is in the CPU support list for your motherboard, but it requires BIOS version P2.0 at a minimum.

While I do agree that for the tech-savvy Haswell is only one, arguably two generations behind Skylake, for the layman it is indeed old hat. They can look up Amazon or any retail site and see Intel is now selling 9-series stuff. That CPU on Craigslist that starts with 4? Must be ancient!

4790k is DDR3 right? Ice Lake and AM5 should be coming within the next two years, I'd hold on and wait. The 4790k isn't slow yet by any means, and I'd rather not buy DDR4 this late into its life cycle unless it's for a top-end rig that I can keep for a long time (like 9700k or better).
