Update: I feel a little silly, but moving the M.2 SSD to the first slot on the motherboard - which I didn't see because it was somewhat overshadowed by the heatsink/fan - fixed the issue right away. Thank you!

Have you check computer management => Disk management? It is likely that you need to create a partition on the drive. I can't really do that... Sounds like a hardware failure. 780Ti is power-hungry. Could be that your PSU can no longer deliver enough to feed both cards at peak load, could be that one of your cards is dying.
