I've had similar problems and the cause was the ssd. Updating its firmware resolved the issue. Worth a try ;)

It doesn't seem a good idea to overclock a CPU at work if you need accurate processing. For gaming it's fine but work?! No way. Buy a faster processor if you need the speed.

Thrustmaster's GT Experience is good enough for less than 50$. But for the money the quality is really good. But it's nothing pro, just good for beginners.

IPS screens all the way. Dell and HP have great models, Asus makes some good stuff to. Someone more experienced will come here and recommend you some great models in a minute ;)

Do you connected the SSD to the Intel ports? If connected to the Marvell ports (which are not that great) you could have your issue.

If you can compromise some detail at that high resolution than you should go for it. But BF4 is quite punishing, I'm able to max it out at 1080p with a 280X but at 1440p it's not possible. So your 270 will be short for that resolution in demanding games. For me as I play online a 60+ fps is a must, ...

The PSU should have plenty wattage for the system if it isn't damaged. Which OS are you using? Can you disable integrated graphics in the BIOS an see if it runs well? Windows should automatically install the drivers if you are using Windows 7 or 8 I believe.

You've updated the drivers recently? My 560Ti didn't work well with recent drivers so it could be an issue.

Skyrim with 2k Textures will use more than 2GB of VRAM at 1080P with 8x AA, you can be sure of that. By 2K, do you mean 3840 × 2160? I work with Photoshop with 8Gb of Ram in my office and I can say it works but it feels low. I work with 200mb tiff files and it could benefit from double the Ram for sure. I imagine if the OP works with bigger files it will certainly benefit from 16Gb.

Unless you need more VRAM for photo editing, you won't need it to Skyrim or most any game at 1080p. Check out this article on VRAM usage in different games.
