Nvidia already made GA100 on TSMC's 7mn node. Other chips will come out as a retooled Ampere since chip design needs to be tweak for the different node. It is basically a redux of Athlon 64 X2 stomping out Intel's offerings back in the day. AMD knows this which is why their pushing higher price points on their Zen3-based SKUs while older Zen-2 stock will take-up budget-minded space.

PNY is Nvidia's first-tier card partner (FYI, all of the Nvidia branded GPU SKUs are assembled by PNY). On the AMD RTG front, it is Sapphire (They assembled "Built by ATI" branded cards back in the day).

Arctic Cooling units are very solid choices and don't break the wallet. Noctua are top-tier but a but overpriced. There are several other HSF solutions that have nearly the same performance/noise ratio for quite a bit less $$$$.

I used OBS and never experience any flashing issues with my Vega 64 which is driving two mointors (2560x1440 and 3820x2160 respectfully)

Customer-tier Ampere is an absolute leviathan at FP32 computing. It'll chomp through WUs that are heavily-depended on it like hot dounts. I expect the RTX 3080-3090 to pull in 2-3 million PPD under such workloads.

The 3070 will probably meet the same fate as the other SKUs until the binned 3060 comes around to ease-up demand on GA104 chips.
