Defragmenting is fairly stressful, but I'd imagine the overall stress of running a highly fragmented drive is much worse than defragmenting it regularly. Once you defragment a file, it'll generally stay defragmented (unless it's a file you change regularly).

You can use CPU-Z or "General" tab under System Properties to see what MHz your CPU is running at. If nothing CPU intensive is running, it should say 1000MHz for Newcastle processors and 800MHz for Clawhammer processors if CnQ is working right.
