Of course Jack Bauer turns off bluetooth. It helps his phone charge last more than 24 hours.

I don't think he cares. Half way through the day he would have to go rogue and kill the phone himself to avoid the "good guys" chasing him. Then he will just point his gun to some random person and grab his phone, GTA-style.
