I would be willing to bet that SEP is causing your issue. Again, system logs would point you in the correct direction. As far as seeing others having the same issue in Apple forums goes, without logs, your "symptom" can be completely unrelated to the cause that others are having. Most stopping of the progress bar can be fixed by simply clearing the system caches by doing a safe boot (hold shift key on boot).

I haven't found anything really obvious in our system logs. nothing like ACK SEP DID SOMETHING NAUGHTY AND NOW I CAN'T READ SOMETHING. I'm fairly familiar with Unix log formats, having been a Linux weenie for about fifteen years.

No idea. The only thing we're running on startup is Symantec Endpoint Protection, and from what I remember of trolling Apple's fora we're not the only people with this problem.

Here you are:

AppleLPC::start — Could not find IOPlatformPlugin driver

That's from a verbose boot on two different non-booting Yosemite machines. Last thing on there after letting them sit for an age.
