Yeah but it's just like my philosophy on drinking and driving: You can, but I wouldn't recommend it.

Yes and no. Certain machines that are very close to 'real' Mac configurations can run OSX without too many changes. Most other machines can run one of the hacked-up versions (iatkos, tubgirl, etc) which are more or less OSX. Some machines with very different configs to any real Mac can't run anything like OSX.

Basically no. You can get close, but only with certain hardware.

Generally the best-behaved Mac knockoffs have something similar to the following:

Core 2 Duo/Quad
Gigabyte P35 mobo (Gigabytes just seem to fare better, though Asus does OK)
Some ram (doesn't matter)
Hard disks, preferably SATA and in AHCI mode.
Best results seem to be with G92-based Nvidia cards and 3870/3850 ATI cards. The 9600GT is a particularly troublesome booger last I was reading.

So CPU no, mobo no, graphics no.

You have roughly 0% chance of getting a really representative OSX experience on your hardware. It'd be hacked ten ways from Sunday and probably buggy even then.

I'd say it's not a good idea at all.

The features will be there (except for iLife in the case of iATKOS) but getting close is a matter of getting all of the hardware to work. Here is a list of hardware that is known to work:

It's also of questionable legality...

Buy a legit copy of Leopard, stick one of the included Apple stickers on your PC (this part is important,) and then it's arguably legal. But still quite shaky.

But, it's still a real pain to do... I just scrapped a second attempt at getting Leopard running on this ThinkPad... I'll need an OSx86 installfest or something to get it installed.
