If it were me trying to make the best of a bad situation (High TDP CPU and GPU in an H440) I would consider this:
- It has narrow intakes on 3 sides at the front with minimal obstruction behind. I would fit 3x120mm high airflow fans here.
- It has narrow exhausts on 2 sides at the top with a baffle obstructing direct exhaust airflow. I would fit your 360mm radiator here with 3x120mm high static pressure fans.

There are no amount of case fans that will fix that.
