Geekbench -- for what it's worth, and that's not too much -- did come out with version 4.0 recently.

Doesn't seem to be well optimized for Windows.  When I ran it, the single core test ran way below max cpu core speed.  I ended up with 3400 or 3600 on the single core score test.  I reran (forcing processor to be run @ full speed and ended up with 4300 on single core).

That sounds more like a problem with Windows' CPU power management than the benchmark to me. Unless you've set a power profile that is designed to extend battery life the system should not leave that much performance on the table.
Nostalgia isn't what it used to be.

Desktop (minenwerfer.bhtooefr.org):
4563/13464 out of an i5-6600K
61978 out of a GTX 960 running CUDA

Tablet (paktong.bhtooefr.org):
794/1930 out of an Atom Z3735F
Couldn't get an OpenCL score, Geekbench just froze.

Phone (Nexus 5, for whatever reason I don't hostname my phones):
775/1438 out of a Snapdragon 800 2.3 GHz
1507 RenderScript score.
