If the past is anything to go by, the answer is never. However, just because Intel won't officially make any price cuts doesn't mean you can't find a good sale here and there.

You might find some discounts on older generation chips from various retailers, but that tends to be on a retailer-by-retailer basis.

Typically, prices of the previous generation parts go up rather than down when there's a change in socket compatibility like we've just had with the new Coffee Lake Intel CPUs.

Motherboard manufacturers completely flood the market with several vendors all offering dozens of different models. Once the old socket is superseded, retailers want to get rid of this stuff as quickly as possible before it becomes obsolete and worthless. You get big discounts on old motherboards for a while, and this makes the previous-generation processor far more desirable than it otherwise would be, so the demand for old processors actually goes up once their out of production and the supply dries out.

With CFL dominating AMD in gaming, Intel is never gonna cut prices on CFL. Gaming is by far a larger segment than the productivity segment in the market. It took a $270 1700 non-X and CFL around the corner to even pressure the 7700K to drop from $350 to $300 in retail pricing.

And I have never seen mobos at clearance prices before, most likely because they are always in high demand to replace broken ones even after the CPUs themselves have EOL'ed. People are paying stupid prices for used X58 and SB/IB Z-boards let alone new.
