It is almost never a good idea to buy computer components a year or more in advance. With only a few exceptions, the cost for a given level of performance and/or capacity trends downward (and the exceptions are unpredictable).
Nostalgia isn't what it used to be.

Save your pennies and see what the required specs are when the final release date is announced. That way you'll know exactly what you'll need and hopefully you'll have more money saved to pay for it, and to top it off X amount of GPU / CPU will most likely be cheaper then than it is today.

This just popped up to pre-order when I logged into Steam ... £50, realease date is 2020-04-15 (at least for now).

OP, start saving now, in a dedicateed pot/account if you can, and come back and ask in February with an intention to build the machine in early March and have it stable and tuned ready for after the game launches and you know whether it's awesome or a total Arkham Knight.

Prolly true, but no harm in waiting to see how the actual game is before plunking down hard earned cash.

Absolutely. This is the first game i'm pre-ordering since Skyrim (2011 I think?).

Don't preorder games. Ever.
You don't get a discount, at best it's the same price but typically the game is on discount by the time the first major bugfix patch is out.

CDPR are an excellent studio but they're not perfect; Don't let your first playthrough be ruined by bugs. Witcher 3 was great but even when I played the GOTY edition long after initial release, I had to roll back to an earlier save a few times because of bugs, and there are still some bugs in it that will NEVER be fixed. At least they're irritations you can work around rather than being show-stopping bugs.

This isn't my particular situation, but I know sometimes pulling down 50-100GB down in a single day isn't an option for some people.

If you want to pre-order, then do it. Just don't get all pissy if the game turns out to be a dud.

Agree with the other if you already had a budget wait until 2020 the release minimum specs for cyberpunk 2077 is ridiculous and too early to say that's 100% legit, but the trailer promote such a really good graphics so I would say will require such decent vid card such as gtx 1070 above (for nvidia).
