Getting the lowest power consumption, with the lowest TDP GPU?

Right, so, I've got a wee project I'm working on. I've cobbled together some old server parts, and now I need something to power a display. And I want the lowest power GPU, without a fan, that I can get.

After looking around, the 6350 and 5450 seem to be the ones to get. They have an idle of 6w, and a max load of 19.1w. I want to get even lower, if possible.

How well do these undervolt? All they'll be doing is powering windows explorer, and maybe a browser from time to time. No videos, no games.192.168.0.1 routerlogin 192.168.l.l

If you have PCI slots - anything with an old Rage XL chipset. Under $20 new and super low power.
