This would qualify under my previous caution of advice for SERIOUS photoshop usage. While I certainly wouldn't argue against a 6C/6T i5-8400, you are in the process of building a second (better) system also. At some point, your two systems are going to be basically the same if you keep raising the (budget) bar.
And don't feel like you need 32GB of RAM right away, but 2x8GB kit will allow you to double up if/when you need to.
I haven't seen that you've commented yet about your usage. I assume you're in either the beginner or casual photoshop groups, since I'd imagine most "pro" photoshop users would have a rough idea of the system requirements they need.
