System not POSTing issue

I was informed about a system that was custom built about 5-6 years ago, it will no longer POST.

What has been done so far:
-Video card taken out and system tested, no POST
-Each RAM module has been tested individually, no POST
-BIOS reset, no POST
-Only the basics attached, no drives, no POST

Specs:
CPU: Intel Core i3-3240 Dual-Core Socket LGA1155, 3.40Ghz, 3MB L3 Cache, 22nm 55W TDP (Retail Boxed) (BX80637I33240)
CPU COOLER: Stock Intel cooler
Motherboard: ASUS P8H77-I Socket 1155 Intel H77 Chipset
Memory: G.SKILL Ripjaws X Series 8GB (2x4GB) DDR3 1600MHz CL9 Dual Channel Kit (F3-12800CL9D-8GBXL)
Video Card: EVGA Geforce GTX 750Ti 2GB
Harddrive: WD Red 2TB 3.5" SATA3 64MB Buffer NAS OEM Hard Drive (WD20EFRX) $109.99
DVDRom:Lite-on SATA DVD-RW Drive
PSU: Seasonic G-450 Modular 80PLUS Gold 450W PSU (SSR-450RM Active PFC F3)
CASE: BitFenix Prodigy Midnight Black Edition Mini-ITX (BFC-PRO-300-KKXSK-RP) $71.99
OS:Windows 10 Home 64bit

I think a new Motherboard,cpu and ram are available to help test other components.
Any other helpful thoughts and suggestions will be appreciated!

-Clear cmos/bios set to default/safe values?

-check cmos battery?

Are the system fans going full blast when you do power it up?
Intel i7-7700, MSI Trident, 32GB DDR4 2133mhz, Geforce 1060GTX, and Samsung Evo 1TB.

Actually they do come on full blast.

That's never a good sign :( When I've seen that happen the board has gone brain dead.
Intel i7-7700, MSI Trident, 32GB DDR4 2133mhz, Geforce 1060GTX, and Samsung Evo 1TB.

You can try booting it with the motherboard out of the case to rule out a possible short, but it does sound like it is hosed.

Probably depends on how your fans are controlled.
My Clarkdale on GB MB spins fans at full bore during post-only slows down once easy tune is loaded,
I see this as normal operation..................
