I realize that you're not asking for advice, but If you're not afraid to tinker, you might want to check out
techpowerup's Radeon Bios Editor for that 4850, as that model is known to ship with braindead power management values in its BIOS by default.
For reference, my old 4850 could be relibably clocked down to 250MHz 2D clocks @~1V and 500 MHz on the RAM. This cut ~15W from my idle power usage right there IIRC. YMMV of course.
On the system in my sig, I switch between the 'balanced' and the 'performance' power profile in windows as necessary, but I'm using PhenomMSRTweaker to program my P-States such that P0 (OC) is only available in the 'performance' profile, while the rest of the time the CPU runs at P1-P4, which I have more or less given the same values that the CPU would have stock with C'n'Q enabled. Works like a charm. I don't know if a similar tool exists for your Q6600, though.
