I'm stoked that we're going to get a new generation of GPUs from both AMD and NVidia later this year.

RDNA2 cards coming in September.

4th quarter will be an excellent time to build a new gaming rig, if any of us still have jobs by then.

Errrrmmmm, maaayyyybe wait for the problem phases to finish first. Y'know, the "New Shiny is here oops it's out of stock" phase followed by the "New Shiny is here but the e-tailers are charging an arm and 3 legs for it" phase and the "New Shiny is here but the BIOS is, ahh, not perfect" phase.

So maybe February might actually be a good time.

Why are you concerned? You seem happy with the lock down and continuation of it beyond common sense in other threads. Won't you be able to buy all that new hardware with all your "free" government cheese?
