MSI RX 460 4GB with no signal

Hi everyone!

First of all thank you for the support!

I bought a MSI RX 460 4GB OC GPU but there is no signal on monitor (gpu fan works, no motherboard sounds).
Is this caused by my motherboard? not enought voltage or what? i'm really confuse. Thank you so much, really apreciate it!

FULL SPECIFICATIONS: 
Motherboard Model: MS-7728
Processor: Intel(R) Core(TM) i7-2600 CPU @ 3.40GHz (8 CPUs), ~3.4GHz
RAM Memory: 6144MB DDR3 1333
UPDATED:
PSU: 500W TQEP-500SSE Ecopower II ATX 500W (updated from 350W a couple of days ago)
NEW GPU: MSI RX 460 4GB (75watts)
OLD GPU: AMD Radeon HD 6450 1GB (26 watts PEAK)
BIOS version is E7728MLN.209

Did you change the BIOS/UEFI setting called something similar to "Primary Graphics Adapter" to PCIe?

Yeah, doing that might be needed, but seeing as he previously had a video card...

What's your exact PSU model? Both the new and old one. 49 extra watts shouldn't strain most decent power supplies, but just to be sure...

Check if you've missed a PCIe power plug if your video card wants one. (I can't check that right now for some reason.) 460s usually don't need any of these, but sometimes it may want 1 6-pin.

Unplug and replug video connectors. Was something unplugged? Check the monitor, too. Sometimes I even end up making that mistake. Does your computer normally POST with a beep? Did it do the same with the video card in?

I've seen a motherboard need a BIOS update before it'll recognise a GPU that's far newer than the board. Probably an old UEFI/Legacy thing. 

However, the most recent update from Medion appears to be 2012, so I'm not expecting much from that.

I entered pressing DEL but in Advanced can change anything about GPU or PCI options, just can enable or disable PCi slots. Nothing about Primary Graphics Adapter :(

About the 6-pin plug, the MSI RX 460 4GB didn't have any, the all other brands I saw have a 6-pin plug but this not don't know why.

I plugued and unplugued but nothing :(
Yes, he started normal with a beep just how ever but no signal, the difference is when I plug the new card now I realiced that mouse and keyboard doesn't work, no led display, maybe is just not enought voltage.... this motherboard is **** right? someone know some cheap MBD arround 50-60 bugs that can handle my processor and new GPU?

Thank you so much, so....can u recomend to me some newer motherboard that can handle my processor and GPU? processor socket is 1155.
Hope can help me with this last test... If I realice the GPU is just broken I will suicide XD (didn't have another pc to test it) :(

I'm not saying the motherboard is definitely the problem, but it looks to be a super-basic board from a vendor (Medion) that doesn't really get any support once it's replaced with the next year's model.

Socket 1155 is old now; If you want to try changing the board I'd search ebay for a $25-50 used motherboard rather than spend any serious money on it. Gigabyte boards tend to be well-built with good components that will outlive the useful lifespan on the board, so for that reason I'd suggest looking for a Gigabyte Z77, H77 or B75 board on ebay or craigslist. I wouldn't bother spending more than $75 on an old socket 1155 board because for around $200 you can get bundle deals on a brand new skylake motherboard/i3-6100/DDR4 with all the latest slots/sockets/UEFI-support/warranty

Nothing to add except to reinforce what Chrispy said.  I'd bet that's the source of your problems.  As he said, look on ebay for a Gigabyte, Asus, or AsRock mobo.  IIRC, MSI was having some issues that generation.

There are a few threads on TR talking about OEM computers not supporting newer UEFI graphics cards.  Seeing your Medion mobo suggests you've got an OEM computer even though you never explicitly stated it.

mine is the 2gb version and i have the same problem, im running a psu with 550w brand new bought it last week, and i have a asrock motherboard, and still i have the problem

Can you give more detail (model of motherboard, make and model of PSU)?

Has the RX460 ever worked in this board before, and have you tested the RX460 in any other motherboards?

sry for the late response,

PSU: CORSAIR VS550 80+
MB: H81M - VG4 R2.0

i've seen people running the same cpu as me (i3 4170) using the same gpu with no problems.

my monitor is vga only but i bought a displayport to vga adapter.

UPDATE:

just now i tested it again, i used DDU, insert the gpu and the OS connects, im pretty sure i need a monitor with a dvi port, im gonna try to get one borrowed for now, and if i have any updates ill post it here, im 70% sure that the GPU can only activate with a direct dvi/hdmi/displayport monitor
