Program to test/define "video quality"?

Does anyone know of a defined "video quality" testing program?

So we do not have to depend on one set of eyes vs another set of eyes to judge
video quality when changing compression settings.

To be able to "know" that a setting had a positive effect (however small) on quality
even tho I can not see it would be wonderful.

Ferret out a dozen of those small positive changes and I might be able to actually see a difference!

I take everything down to 1.3 to 1.5Mbps X264 and it is great (to me).
Others would probably disagree.

When I worked in video conferencing we would use various measures to define video quality.

You could use a metric such as PSNR, or MSE. But often the goal is to improve or maintain quality while also reducing bandwidth. In which case you would probably want to use a metric such as the Bjontegaard Delta Bit Rate.

http://www.compression.ru/video/quality ... _tool.html Seems to have some software that may do something you are looking for. But for the more complicated measures you may have to delve into the world of matlab or your own custom software to implement such comparisons.
