GPU not working

Specs -
Asus ROG Strict Z390-E
Intel i7-8700K
RTX 2070 Founders Edition
Gskill Trident rgb 2x8gb 3000 DDR4
EVGA supernova 850 plus gold
NZXT kraken x52
I also have rgb fans installed but PSU should obviously cover all that.

I had the 2070 in my previous build and just switched it over to this new build. It was working fine before and there shouldn't have been any static issues upon transfer.

The GPU fans run but it isn't lighting up nothing is coming up for the monitor.

I've removed and reapplied the GPU from the mobo and redid the PSU cables. Still won't work.

Do you get any error beeps? Typically, if no graphics device is detected, the system will issue an error beep upon boot.

Also, do you have any spare graphics cards to try? And can you try a different cable (HDMI, DisplayPort) or a different monitor?

No error beeps but the indicator light is white (so graphics).

I do have a spare GPU, I'll have to try that in the morning.

Another option would be to try the onboard IGP.

Just to cover the bases, do you have another monitor and/or cable you could try?

Right off the bat, there are three obvious things to try:

1) Check the BIOS and make sure that the graphics selection is set to Auto or PEG (PCI Express Graphics). It could be trying to use the IGP outputs which don't have any monitor connected.

2) Update your BIOS. Even though the Z390 is a new board, the 2070 is newer and may require a BIOS update before it boots the card properly

3) Power supply issues; You may not have enough power going to the graphics card. I would assume a 450W 80+ certified model is a bare minimum to provide enough current on the 12V PCIe power connectors for a GTX 2070, but if it's a cheap, uncertified power supply the claimed Wattage is likely to be lies anyway - Reports of "750W" uncertified supplies failing at 400W are not uncommon.
