Low GPU utilization on RTX 3080ti?

I recently picked up a Asus Tuf Gaming RTX 3080ti for MSRP (1200 finally haha) but sadly it has been underperforming big time. I upgraded to the 3080ti from a 1080ti and benchmarks online show that the 3080ti completely stomps on the 1080ti. Benchmarks show that the 3080ti gets up to more than double the fps than a 1080ti.

However i'm not seeing this at all. When playing FF14 Endwalker I see a small improvement of about 15% and i'm also getting weird FPS drops in areas that I normally wouldn't get any FPS drops. Kinda like weird stutters. When checking MSI afterburner I noticed that the GPU utilization was only at 65% at most. It would fluctuate from 50-65% according to the graph.

This was also with fully max settings and 4K resolution. Normally on my 1080ti GPU utilization would be completely maxed out at 99-100% and performance was very solid (mostly 60fps in most areas).

I also decided to test out other games such as Shadow of the Tombraider and the exact same problems. Running the game with max settings (aside from ray tracing) at 4K resolution i'm seeing a very small performance increase over my 1080ti. Normally in this game with the same settings on 4K my 1080ti would get around 40-50fps. With my brand new 3080ti i'm literally getting around 40-70 with fluctuations and drops everywhere. GPU utilization is also poor in SOTTR at round 65% to 90% (in spikes it never holds on to the 90%).

I basically play every game I own in 4K on my 1080ti and the GPU utilization is always 100%. I upgraded to the 3080ti to be able to play most of my games with max settings at a locked 60fps at 4K but the 3080ti simply isn't doing that for me.

My PC specs are, 9900K @4.8ghz, 16gb of 3200mhz trident z ram, games are stored on a 970 evo plus NVMe drive, and it's all powered by a almost 8 year old Corsair RM850 PSU.

Some other little details to note, I have two separate PCIe cables going to the GPU (they are not daisy chained) so there shouldn't be any issues there. I did a clean install of the new drivers, I used DDU and everything.

Maybe the 3080ti is too powerful for the 9900K? Maybe the 9900K is bottlenecking it? At this point i'm not sure what to do. any helpful tips will be appreciated :)

You could have Vsnyc or some other framerate limit in place under those games. Modern GPUs only utilize as much processing power as needed and only push themselves at 100% if they are being heavily taxed. I doubt you are CPU-limited under those games. I have a 6900XT driven by a mere 9700K at 5Ghz. 6900XT only pushes 100% utilization when I throw a demanding load at it and disable any sort of Vsync or framerate limiter.

You are only CPU-bounded if the CPU itself is at 100% for all threads harnessed by the game in question and GPU itself is underutilized while your framerate limiters/Vsync is off.
