Aside from the more advanced feature set and lower power draw and heat output, the HD7770 is startlingly not much faster than an HD4830...

I'm sure the HD 7770 is appreciably faster than the HD 4830 and it might even be twice as fast. HD 7770 seems to be not so very much faster than HD 4870, though, except in Starcraft II.

You'll have to search for actual benchmarks that this is based on (and its Tomshardware) but this chart shows the 7770 to be apprciably faster than the 4830. From what I've been able to track down, the 4830 would be slower than a 5770/7750 so you do the math; not to mention it doesn't support DX11. Plus AMD seems committed to improving performance on GCN cards in the future.
A CPU upgrade is definetly warranted now that you've got your GPU shored up.

I do actually have a AM3+ board, it was a recent purchase back when I wanted to upgrade my RAM. I got an open box board and 8 gigs of memory for $80. I'm all about the cheap route these days: any upgrade has to be a hundred bucks or (preferably) less.
