Oh, very interesting find, @jackfrost! I had been looking for Radeon Pro cards to see if this happened to show up anywhere and somehow missed it.

https://www.techpowerup.com/gpudb/2874/ ... ro-wx-4100This appears to be the full unlocked version of the Polaris 11. The x8 connection isn't very strange actually - this is basically the version of the GPU that found its way into the new Macbook Pro, and all of those were x8 interface. In fact:

You'll find a few models that were done that way, I guess since it only used x8 it didn't need to have the full x16 pins.
It's listed with lower GPU clock speed, but it's got the full 1024 SPs. I would expect gaming performance is extremely close to a standard RX 460; TPU's GPUDB shows the WX 4100 at 2 TFLOPS and the Radeon 460 at 2.15 TFLOPS, so my guess would be within 5-10% of a standard 460.
It's still a lot to pay for the performance - unless you absolutely must have the best you can get in this form factor regardless of price - but considering it's less than the original price of a Quadro K1200 (and those are still going on ebay for roughly $250) and that part was rated just above 1 TFLOP, it's a "pretty good deal" in that very niche USFF workstation GPU space.
It's a really hard sell for gaming though. That's more than double the price of the dual-slot low profile GeForce 1050 cards, and close to double of the 1050ti ones. Hard to recommend paying double for the same performance (though, again, if you absolutely must have the best, I guess that's it!)
Interestingly, while I was looking up some info on it, I noticed TPU also lists a Radeon RX 460 1024SP version, and also a "Radeon RX 560" with the same 1024SP configuration. Speculation based on rumours, yes, but if a product refresh happens and the Polaris 11 stuff gets rebadged, that could be an opportunity for OEMs to release something new in a low profile single slot form factor.
