Word 2013 and later can edit PDFs and save them as doc files. I know you said you wanted an older version, but if this isn't an ongoing need maybe just a month or two of Office 365 will give you enough time to do what you want.
This is the correct answer, the last 3 versions can do this, the only version even still in support which can't is 8.5 years old and if (like me!) you're still running it you probably should be accepting of its limitations or bite the bullet and upgrade to 2013, 2016, or (ideally) 2019.
Unless you can't, of course, but that would presumably mean some silly work policy or that you're on Windows Vista earlier and can't use a more modern machine??
