Multi-page PDF into DOC, as vector

Converting PDF to EMF then inserting into Word is tedious, renders without antialiasing (old Word), and I suspect will not scale well to many pages.

I'm thinking, inserting PDFs directly as OLE objects is the way to go.
Any suggestions for a lightweight OLE PDF viewer (not Acrobat), and an automated procedure to insert multi-page PDFs?
Hopefully one that doesn't involve splitting PDFs to single-pages.

Wouldn't it make more sense to just convert the PDF to a DOC or DOCX file and be done with it?

If you Google "convert pdf to word" you'll get pages of utilities to do the conversion.

These things extract text and such while trying to preserve formatting, I suppose poorly. And the plainer ones just render the PDF to bitmaps.
I'm looking to import the PDFs as they are.

Word 2013 and later can edit PDFs and save them as doc files. I know you said you wanted an older version, but if this isn't an ongoing need maybe just a month or two of Office 365 will give you enough time to do what you want.

This is the correct answer, the last 3 versions can do this, the only version even still in support which can't is 8.5 years old and if (like me!) you're still running it you probably should be accepting of its limitations or bite the bullet and upgrade to 2013, 2016, or (ideally) 2019.

Unless you can't, of course, but that would presumably mean some silly work policy or that you're on Windows Vista earlier and can't use a more modern machine??

Isn't Word 2013's import a "best effort" text+shapes+layout conversion? Rather than a 1:1 vector import.
Can the result be reliably saved as DOC and not DOCX?

It's not an issue of work policy. Just large existing DOCs with formatting, and no time to delve into a version transition right now.

Are the PDFs created with vector objects to begin with? If they are essentially scans of 1 big image per page, then you cannot really convert much?

... use Autodesk autoCAD. then explode and import/export as vector graphics.

Of course. Mostly formatted text, intermixed with some bitmaps.

That's more or less the same as my initial EMF attempts.
