Wow, that's not great compared to my Xeon 6130's. Twice the cores and ~10% slower? Is that solely AVX?

Twice the cores? The 7301 and Gold 6130 are both 16C/32T.
The Epyc is AVX2, the Gold is AVX512 - expect that to be a big part of the difference, but there's also max all core boost - 2.7Ghz for the Epyc, 3.7 for the Gold.
